Does this fit like a full size or queen?

It fits my full sized bed with plenty to drape over the edges. I'm sure with a queen it would cover well, but maybe with not an abundant amount to cover the sides.

Is the blue on both sides of the comforter? We want it to be all blue on one side but you can't tell from the picture.
