Can you reduce to existing 4"duct?

Yes you can reduce to 4". I did it in my bathroom, however it does make the fan louder.

What's the max running temperature? Would this work in a 110-130 degree garage to pull in cooler air?

Good day! Not sure what’s the max operating temp is but I believe it would work fine. It’s made for smaller spaces like a bathroom. Garage have more square feet. It will do the job in the long run meaning it would take more hours to change air due to the CFM capacity of it. Maybe another exhaust with more CFM would do the trick in less time if you are looking to change air quickly. Blessings!
