will this work for my lenovo ideapad S145-15AST?

It depends. Does your Lenovo accept 19.5 - 20v input? Will the power plug fit? This is made to connect to a 5v USB-C charger then increases the voltage to 20v to power a laptop. Make sure the USB-C charger can put out 65 - 87 watts.

If the target laptop can handle 130 watts output from the usb-c power adapter, can this plug adapter handle 130 watts??

From the listing: "input: Type-C Female, 65W or 87W Type-C Charger." While it's not 130w, it's probably enough to run the laptop with an 87w USB PD charger.

Will this work with an input wattage of 45W (20V 2.25A)?

Yes it will, comfortably. I use mine at that spec normally but have also pushed it to 65W (3.25A) without issues.
