Wallet size pictures can definitely fit in the credit card slots.

Does it close if all slots filled? I had purchased another and once you filled all the slots it wouldn't close.

NO, it does not close if all slots are filled. It does hold 64 gift cards max. I removed 4 pages to get it to close. So still a great value.

Will this card securely hold about 20-25 cards without them spilling out ? Is the zipper durable ?

Yes - it will hold a lot more than 20-25. They won't spill out at all but are easy to get out of the sleeves when you want to. The zipper is durable. I really love mine. Well worth the price! Very good looking too.

Are the inserts for the cards made of plastic and do they tear easily?

They are made of a heavy plastic. I haven't had any to tear as of yet but I have only had mine for several weeks. As I have stated before, I am very pleased with the quality so far.
